The Adams Point Neighborhood Council was asked to facilitate this meeting over Zoom. The voices, opinions and updates of the speakers are not an endorsement of the Adams Point Neighborhood Council view points. 
Meeting Overview: 
We will hear from officer Rosin & Deputy Chief Bolton as well as Director DeVeries. They will be discussing an update on weekend Lake Merritt operations, related problem-solving projects, and information regarding the circumstances and ongoing June 19th shooting investigation.
The meeting will be held for 1 hour, from 6-7pm
The Meeting will be recorded for those who can not attend.  
Q&A will be held til the end and questions will be submitted via the chat functionality.

From Harold : What concerns me is if you say that this didn’t take you by surprise, well why was there no resistance to activities that provided a catalyst for the damage?  I counted 14+ tables and booths where people sold alcohol, and not only was that illegal, but minors were buying it.  How was open alcohol sales NOT going to present a problem?  Why were there no officers on the ground, no Oakland booths; nothing to promote community engagement.
 From C.J.: Joe DeVries—is the city enforcing the licensing of vendors on Grand between El Embarcadero to Bellevue? If not, will this ever happen? Thx
 From Tina  : I’m very concerned about the images of Lakeshore completely blocked with cars just before the shooting.  Police officers were there and yet they allowed the street to be completely blocked.  Why?
 From Shamieka(she/her) | Ohlone territory : well, there have been quite a few shootings around the lake in the last few months. we really appreciate the work that the officers courageous did during the juneteenth event. what are some proactive ways that we are managing crime in the area?and in the city?
 From Leeann (she/her) : Agree with Harold, alcohol is a real issue and we have alcohol sales at the lake every weekend and nothing is done.  If that was stopped it would change things dramatically.
 From Shamieka (she/her) | Ohlone territory : i think all officers should consider themselves as officers of the community (without the title). we are all members of the community.

 From Liz : What new or additional measures will be in place to avoid this repeating itself over Fourth of July weekend?
 From Ellen : Is there any way to ask the DJ at the Boathouse to just turn it down a little?

From Leeann(she/her) : Also I’m surprised to hear that you had 24 officers out.  On Lakeshore before the shooting there were no officers out and it was clear things were heating up.  Lakeshore was at a standstill no cars could get through.  Why weren’t there officers clearing the road and being a presence?  Why was there no DOT out?  Why were their hundreds of vendors out there and drawing huge crowds along that one little stretch of land.

 From Sean : What can we do as a neighborhood to proactively deter crimes within our neighborhood?  
 From Klaus : What is being done to patrol the Brooklyn corridor and Cleveland Heights? Robberies, burglaries and home invasions are off the charts often in broad daylight. Can’t patrol cars use Brooklyn Avenue as a frequent path of travel to raise the profile?
 From Alex : Seems to me the city is exposing themselves to serious liability by allowing illegal vendors at the lake. Why aren’t they taking this issue more seriously? 
 From Roisman : Thank you Captain Rosin for you and your staff providing excellent and courageous and community-sensitive service to our neighborhood.
 From Leeann (she/her) : The other issue is that we see repeatedly that officers sit in their cars all day.  They are not out interacting, they are doing nothing about the illegal drug and alcohol vendors, they do nothing to control dangerously high decibels of music.  I have almost been hit by people on motorbikes twice when they come up on sidewalks and an officer was right there and did nothing.  Whenever neighbors ask why they don’t do anything the officers tell us they have been told not to enforce the ordinances or go after these folks on motorbikes.

 From Roisman : Captain Rosin,  You are so right in emphasizing that you do not want to suppress as bullies the community vendors and musicians.  The Lake is a Oakland wide community resource
From PK : No amplified music after 9PM. Earphones for skaters. Porta potties. Permits!!! No alcohol or drugs.
From kuanbutts : Is the roller rink really the thing to focus time and energy on? It’s wholesome and a great outlet for young kids. Let them hang there until 1 AM, 2 AM or later rather than get in trouble elsewhere! 🙁
 From Frank : OPD needs to enforce the laws – period – looking the other way on some stuff just leads to a slippery slope that escalates until; eventually we get to tragedies like the shootings
 From Klaus : How many patrols are out in Oakland per district per shift?
From Roisman : My wife and I are in our 70’s.  We have lived in the Lake area for forty years.  We appreciate your respect for the vendors.  With the exception of the alcohol sales, please allow this to continue with only ticketing.
 From PK : Can we at least keep vendors to Oakland residents?
From Leeann (she/her) : What is the plan for 4th of July? It will be 5x worse.
From Roisman : We spent two hours walking among the vendors and listening to the music from 5-7pm Juneteenth.
 From Ellen : Captain Rosen, if people at Boathouse will not respond to your request to reduce noise, how do you expect a young Ambassador to accomplish anything?

 From Mary : Will this be announced via nixel or news outlets?
 From Liat : We need traffic hardening.  Please cooperate with OakDOT and put guard rails
From Bruce : July 5 is a legal holiday as well.
 From Liat : Access to cars seems to be concurrent with some of the crimes that happen around the lake.
 From Shamieka  (she/her) | Ohlone territory : will you let the neighborhood know about the traffic changes via nextdoor or opd texts?
 From iPhone : Traffic was stopped this past weekend and this incident still happened.
From Leeann  (she/her) : Are you going to communicate out about July 4 closures?
From Harold : Enforce 2 hour parking; have uniform parking meters around the Lake, post signs about fines for littering, set up a police booth, set up a booth for people to find out about Oakland resources for healthcare, jobs, rope off areas to limit vendors, cite people who park illegally, tell City Councilmembers to get off their duff and set up community stations, provide Covid testing and Vaccination booths.  Adding all these booths will limit the space for outsiders and encourage people to move on and to be inclusive of families…I could go on all day.  Why don’t we have answers disturbs me greatly

 From Liat : People were still allowed to park along lakeshore
 From Deirdre : I agree that all vendors should be Oakland residents, since the rationale for allowing this in the first place was to support Oakland residents who were financially affected by the pandemic shutdown. And does it really have to happen every single day??  Why not just weekends?  With limited hours. If there are already such restrictions in place, they are of course not being followed.

 From PKR : Any effort to control nightly fireworks around the lake?
From Leeann (she/her) : You need to have a presence on July 5 too!  That is the day the holiday is being observed for workplaces.

 From Bruce: We need to take the stress off of Lake Merritt by promoting the other parks.
From tom : Is there any way to mitigate any of the fireworks that we will have to endure on July 4?
 From Roisman : Police:  Please keep in the forefront that, although we are privileged to live near the Lake,  the Lake  and the park belong to all the citizens of Oakland, including the people from less white and poorer sections of the city

 From Ioannis : Given Biden’s new directive on guns, Will you be working with the ATF to focus on gun control?
 From Tina : Please enforce the laws that we already have.  Parking, noice, vending.

 From Frank : How will cuts city council is deliberating to police budget impact these efforts – I am concerned budget could make this work
 From Vivian : The laws aren’t being enforced by OPD – that’s the problem
 From susan : Close it down..you the city created this problem..the Lake has always been a magnate for trouble..this is a bird sanctuary..quit disturbing  it…You’ve made it a big flee market…move the vendors to Laney College, make them pay for there spots…the pollution of all the cars is horrific…don’t change ours laws enforce them!!!

 From Liat : We should also limit alcohol use around the lake.
 From Roisman : We love eating street food from the Lake vendors from all over the world and ask that you not suppress them
 From Liat : The lake is not designed to be an open bar

 From Liz F : Has there been any effort to find an alternative site for relocating vendors to another vendor site away from residences? That may deter thousands of people from coming to Lakeshore.

 From Debbie T : Agree with Liat. The alcohol use around the lake, either via vendor sales or brought, is out of control.
 From Deirdre : I am not in favor of parking meters around the lake. It is a residential area and residents should be allowed to park there with residential parking stickers — which we should have. Two-hour restricted parking with residential sticker permits.
 From Leeann (she/her) : Can we get details on the plan for alcohol sales??
 From susan : Pollution is the problem…
 From kuanbutts : Alternative perspective: Consider how we might relocate people who moved right next to the lake – the cultural core of the city – and now complain about noise and crowding…. I don’t get that to be quite honest
 From Mary  : Agree with moving the vendors elsewhere
From Carol: I might be an outlier but the skaters can be there till 10:00 or 11:00.  One problem I see is that the DJ makes the music LOUDER after 11:00.  Has anyone talked to them about a winding down the music to a calming/time to go home vibe, instead of amping up and leaving people in a “let’s keep the party going mood”?  The DJ does have control of the vibe.  A minor point maybe, however . . ..
 From Nancy : To state the obvious we need not lose sight of the fact that that there are literally hundreds even thousands of people around Lake Merritt who are enjoying themselves and causing no problems
 From Kam : @Kuanbutts you  bring up a great point
 From Betholyn: Can we redirect the vendors to the Laney College Flea market?  Vending doesn’t belong in a bird sanctuary. Can the laws re vending, noise and alcohol be enforced?
From Jane: I’m concerned about the guns and corresponding violence (shootings; robberies; car jackings). In 40 years here, I have never ben so scared and disturbed. I worry it is only going to get worse over the summer, not better – unfortunately, I don’t have any good answers.

 From kuanbutts : @Yoka I do not complain when bands play music late at night at RG – I welcome it
 From C.J. : Who will take responsibility from the city side to enforce ordinances. Anybody? Anybody?
 From PKR : The parks are supposed to be a place of peace and quiet except for permitted events.
 From Liz  : If you admit you cannot safely control the crowds, then perhaps take measures to avoid the attractions establishing themselves in the first place. Prevent vendors from setting up at all. .

From Leeann (she/her) : Exactly CJ, why is everything so challenged, alcohol sales have been going on for 1 and half years and nothing has been done.  OPD is just learning what they can do about it?

From Shamieka  (she/her) | Ohlone territory : what are some other things you can do around that maybe don’t require 1:1 contact such as ticketing or towing parked cars, blocking street traffic?
 From PKR : Why are the laws and ordinances no longer relevant?
 From Carol : Can leaflets be distributed  and posted concerning what the RULES are regarding illegal sales.  Starting right away.  Before the holidays.  And during the holidays. So that EVERYONE knows what the rules are EXACTLY.
 From Paul Jones : Dolores Park in SF has had large crowds on a regular basis for years. Perhaps they can provide some insight into how they have kept it safe.
 From Leeann (she/her) : Alcohol + Firearms is always going to be super dangerous.
 From Frank : some of vendors are leaving things overnight by the pagoda at the east end of the lake – and the tarped stuff is growing – this only encourages the problems
 From Alex : Turn the legal vendors against the illegal vendors by threatening to shut it all down
 From Liat : I’m honestly disturbed at the minors getting alcohol, drugs, and mushrooms by the lake with no regulation.
 From kuanbutts : @Frank I think the tarped up tent is an individual living there – not a vendor per so
 From Liat : If I was a parent, I would be livid about this
 From R.j. : no he is trying to sell stuff
 From Vivian : Who’s regulating?
 From PK : City of Oakland needs to use social media to communicate that Oakland will no longer be NOPO; that alcohol and drug sales won’t be tolerated.

From susanelliott : Can we bring in the National Guard for the 4th of July…it’s out of control at the lake!!!  Especially in view of our limited resources

 From Roisman : We have to expect fireworks and barbecue vendors for The Fourth.  We welcome them to the Lake.
From Rebecca : My biggest concern  is that my 4  year old and I sheltered behind playground equipment as a man was shot to death.
From Leeann (she/her) : There are already ads for events on July 4.  Are you contacting those organizers they have to get permits or can’t do events?
From Ellen : Why can’t we stop the firecrackers and the M80.s
From Alex : There are others trying to get on this Zoom, but there seems to be a limit of 100 peeps. Can we schedule a Zoom with more capacity next time?

From Harold : How long is vending going to be allowed at Lake Merritt?  We are going into our 2nd year; the goal should be to taper off as the pandemic and economic opportunities are opening up…not ramping up and institutionalizing it
 From Kevin : Is there a way to bring the vendors together to form some kind of Lake Merritt association that helps to set group standards and a kind of internal policing to complement the external rules?
 From Nancy : good suggestion about contacting Dolores Park  and other places that have big crowds for strategies
 From CarolG: No National Guard!  Militarization is not the answer. It is the Easy troublesome answer.

 From Liat : Ideally an empty parking lot gets designated for fireworks so that people don’t light fires at the lake. Trees=flammable.

 From R.j. : OBVA is the organization for vendors.  This group is not interested in working with the community

 From Nancy : Why should we get rid of “these” vendors?  We have had a farmer’s market for years. I think there is an embarrassing intolerance for vendors who aren’t white…

From R.j. : Nancy the farmers market runs one day a week!  The vendors set up 7 days a week!  Just not the same thing

 From kuanbutts : @Alex S magybe not completely white but the dichotomy is undeniable. I think it’s a legitimate consideration. The clientele for the two markets are quite different
 From Ioannis : Federal funding was just unlocked for working with the ATF, will you be working with them on illegal gun sales and seizures?
From Harold : Because the area isn’t designed for vendors, because it was a temporary fix, because the Farmer’s Market doesn’t have shooting.  Don’t make blanket assertions to a black man whose family has been here for 100 years to make this racial please

 From Roisman : When walking and buying from the food vendors along Grand and Lakeshore on Juneteenth, they were all friendly, and clean and not out of control.  Please do not move them to another area.  The food trucks do not substitute, because parking is so difficult for them

 From Harold : I am not saying names, but there was more than one person.  Our goal is to make for an inclusive, safe space for everyone, and race is not the issue.  At some point, if we aren’t safe, none of this works

I’m not making a judgement call one way or another – just that the groups are indeed different and suggesting maybe @Nancy’s concerns have some validity

 From Leeann (she/her) : Can Deputy Chief Bolton please explain why the officers at the lake don’t engage with anyone around ordinances and when asked by neighbors continue to say that they have orders not to enforce the rules??

 From Roisman : Joe DeVries, Oakland is a diverse community and we need diverse administrative practices to accommodate this wide diversity in vendors.  Too much control will suppress the culture of Oakland

 From Frank : it sees like what limited enforcement there is happens during daylight – we need enforcement of noise, parking, etc as it starts getting dark – I ant to be able to get home and go to sleep

 From C.J. : Why can’t there be ONE police district—and not three— in Lakeside Park? There is so much confusion, and no ownership. Please explain!
 From Kevin : Do you find the Citizen app a helpful or accurate window into violence around the Lake? I find the reports on it disturbing but also am unclear on the accuracy of it’s reporting, especially as I know of other incidents not included in its reports.
From Justin Hu-Nguyen- 15x Co-chair : or rather let’s talk about investment in communities across the city, not just around the lake. (e.g how are we investing in other rec areas around Oakland, how are we supporting entrepreneurship, how are we collaborating with our fellow cities to make progress on these systemic issues)
 From Deirdre : When even the basic rules are not enforced, a mob can feel free to overtake an emergency vehicle without consequences.

 From PK : Anyone concerned about violence prevention needs to contact their council members who are intent on defunding police. There is a compromise on the table but hardly any of you are speaking up in favor. Now that Biden is planning to provide funds to cities for this, we need to consider how to keep an accountable police force. as well as address the need for housing, jobs, art, youth etc. Conservative Republicans (AKA TRumpers) are drooling over the increase in violence as Democ-controlled cities are in office.

 From kuanbutts : @Yoka I don’t believe the city can or should limit access to a public park. It would be like NYPD limiting access to Central Park b/c the crowds were frustrating those living along it… :\

 From PK : Central Park is big, crowded and quiet!! Was just there.
From Frank : the lake is a protected wildlife refuge – when will we start paying the price with fines from us not upholding this – I heard there were over $100,000 in fines a couple of years ago
 From Carol: Excellent to hear that there is City investment in other areas of Oakland.
